Orthophoto Production of historical aerial photos of year 1994 (November -December 2020)

Client: (ASIG) – National Authority of Geo Information)(November -December 2020)

The main objective of the project is to produce orthophoto using digital photogrammetry software. The purpose of the project is to include this dataset as part of the national Geoportal of ASIG by the purpose of supporting the process of update and improve the property information related to the privatization process through low 7501 for distribution of agriculture land.

Scanning and Georeferencing of existing maps and aerial photos on the Albanian Territory (August 2016 – February 2017)

Client: ASIG + Statens Kartverk

The main objective of the project is to support the Agency to define technical standards for scanning and georeferencing historical maps and areal images from different institutional archives, but also scanning and georeferencing a number of maps and aerial images

National Web-GIS System for the Agency of Property treatment in Albania (2015 –Continue)

Client: ATP(Agency for property treatment)

Under the contract with the National Public Agency (ATP) (Agjencia e Trajtimit te Prones) (Agency for property treatment), Geo Consulting in a joint venture with Communication Progress ltd, has developed and is maintaining the ATP - Web-GIS System. The system is typically of a Server-Client type with unlimited number of users. The system is being used by the employees of ATP and, which in a real time mode do massive data entry and edit/maintain the national GIS data base for restitution and compensation of properties in Albania. The system is conform all the national regulations in the field of Information Technology. National Standards of AKSHI and ASIG are being fully implemented. The system does support interoperability standards and all other European (INSPIRE) standards as they are today part of National official standards of Albania. Besides the development of Web-GIS system the project is to:

  1. Scanning documents and maps
  2. Data entry
  3. Georeferencing historical maps of Albanian territory
  4. Creating web-map services for the historical maps of Albania
  5. Maintenance of the hardware & system

National Road Web-GIS (asset management system)(2015 –Continue)

Client: ARRSH (Albanian Road Authority)

Under the contract with the National Public Agency (ARRSH) (Autoriteti Rrugor Shqiptar) (Albanian Road Authority), Geo Consulting in a joint venture with INVENT ltd, developed and is maintaining the ARRSH - Web-GIS System. The system is typically of a Server-Client type with an unlimited number of users. The system is being used by all the employees of ARRSH and also by the contracted companies, which in real-time mode do massive data entry and edit/maintain the national GIS data base of road assets at all Albanian territory. The system is conform all the national regulations in the field of Information Technology. National Standards of AKSHI and ASIG are being fully implemented. Documentation of territorial boundaries of 61 Municipalities in Albania (2015)

Client: UNDP Albania

Under the contract with UNDP and with the Client “Minister of State for Local Issues” Geo Consulting in a joint venture with INVENT ltd and Gent Alba ltd, developed a process at the national level to define and document the territorial (administrative) boundaries of 61 new municipalities of Albania. The project incorporated below activities:

  1. Cartographic GIS Data Processing (topographical maps, property maps, Forestry maps)
  2. Field inspection and field data capture
  3. Customized Web-GIS system for the purpose of documenting administrative boundaries of 61 municipalities
  4. Training of 61 municipality employees to use the GIS system
  5. Documentation, layouts, printings

Urban Planning

Geo Consulting has the most powerful tools for territorial planning in the market as of today. The product of GC, “PPV – GIS “, helps local governments create GIS data bases for their permanent territorial information systems, while maintaining a focus on planning exercises. This project has no deadline. There are several local government units in Albania (Kashar, Vore, Farke, Paskuqan, Kamez, Vore, Petrele etc.), that already completed the general urban plan and now we are now in the maintenance phase of the plan. This project is turning out to be one of the major activities of GC.

Rural Development Fond (UNDP)(2011 – Present)

UNDP supported the idea of creating a GIS web based system as an undertaking that would give all local governments the possibility of applying online to the Rural Development Fund for financial support. The project succeeded in making this idea a reality. Geo Consulting produced an easy to use GIS System and about 400 users applied online, entering all project data including the geographical elements, technical data and financial data into the system. The respective Ministries are also evaluating through this online system, the efficiency of each project applied. This application proved that GIS, today, could be a very efficient tool and has great potential to succeed even under the existing capacity of the Albanian local government staff. This experience proved that using this concept of GIS would result in saving quite a lot time and cost.

(FAO) Food and Agriculture organization of the United Nations(2012, 2013)

Solutions for Open Land Administration (SOLA) Project are an open source software system that aims to make computerized cadastre and registration systems more affordable and more sustainable in developing countries. GC is involved in this project in two different fields:

  1. Testing of the system
  2. A realization of Web Mapping Services for the ortho-photos, which were used in implementation projects of SOLA around the world.

OSCE (Immovable Property Registration in the southern coast of Albania)

Besides consultancy in the field of property registration, the specialists of Geo Consulting produced for this project a WEB-GIS Software with no limitation in the number of users. The system is used to create an opportunity to evaluate the registration process, to increase the control and efficiency of the process, and to have a transparent sharing data process between the local government and the public. Besides property registration, the other purpose of this project was to analyze through the system, the problematic issues that relate to the security of property rights in the area. The created system, proved to perform very well in all its functionality (including editing) even in cases where there were big databases with geography and scanned documents in a multiple user environment.

"Software Data Migration to IPRR"
This project was implemented to develop a Software for the automatic importing and exporting of the Cadastre Reconstruction and Building Cadastre Construction textual data into Immovable Property Right Register (IPRR).

States kartverk (Norwegian Mapping and cadastre Authority) & KCA (Kosovo Cadastral Agency)(2011)

"Piloting the establishment and maintenance of the address system in Kosovo."
The overall purpose of the pilot gives valuable information for:

  1. The preparation of new legislation and Administrative Instructions concerning addresses.
  2. The design of an overall address system, especially on how detailed the numbering of addressable objects should be. For example, according to the existing system in Kosovo, address numbers are given to buildings that may or may not have more than one entrance. Yet, in most west-European countries each entrance would have a unique address. If an entrance numbering methodology is applied then a building could have an address for each respective entrance.
  3. The proposals for the design and preparation of the address register.
  4. The proposals for procedures and processes for address system implementation on a municipal level, which can be used for the Kosovo wide address system creation.

Devoll HDP. (Statkraft AS, Norwegian Power Company)(2010 - Present)

The project is about the design and Implementation of a GIS information system that supports the expropriation & compensation process. GC has been processing property information (maps + kartela+ scan documents) in over 40 cadastral zones within all three Hydropower Stations in the DEVOLL watershed.

IPRO – Immovable Property Registration Office (World Bank Land Administration & Management Project)(2011 – 2012)

This project was about the digitalization of property maps for 700 cadastral zones (700 000 properties), quality control & conversion into GIS data base. The purpose of the project was to digitalize the manual maps, link it into a GIS data base and create quality control procedures, statistical quality reports and thematic mapping.

Stucky and Dornier-Schneider consulting.(2009 -2010).

Project: Water supply and environmental protection - Lake Shkoder (Albania). The contract was to develop a Web -GIS system for Shkoder Water Supply and Sewerage Company. The Web Based GIS System was created to support the asset management component, and maintenance process of the water and sewerage network. The system included into the GIS, the data of the billing system, in an effort to analyze and have better control over the billing process. The system produces dynamic and updated data to be used for hydraulic calculations in the network.

GTZ + AKBN (National Agency of Natural Resources )(2010).

The project was to create a Web-GIS system for monitoring the licensing process of hydropower stations all over the territory of Albania. The system supported successfully the process of data population and maintenance. The system also achieved the purpose of monitoring the licensing process online and in real time. The system achieved its goal of transparency of the process

Helicopter Medical Service (Albania)(2009 – Present).

This is a Web–GIS service exercise. GC supports the helicopter medical service with web mapping; coordinate calculations and monitoring of helicopter flights.

IPRO – Immovable Property Registration Office (World Bank Land Administration & Management Project)(2007-2008).

The project was a Pilot Study for the update and improvement of real estate data, as well as the development of working procedures and pilot materialization in two cadastral areas of the Tirana district. The main product of the contract has been a technical report on the methodology and procedures for the 'update & improvement' process, to be undertaken all over the property system in Albania.

IPRO – Immovable Property Registration Office(2007-2008).

The project was to process the data for 1700 cadastral zones of Albania and to convert data from DXF and MDB formats into GIS. The aim of the project was the creation of metadata to be used towards evaluating the quality of property digital archive in support of the continuity of the digital system and the process of updating & improving property information.

Geo Consulting responsibilities included assistance in organizing data bases on said territory, production of thematic maps of regional urban plan, creation of data bases, and generation of statistics on territory and population.

Geo Consulting has a long cooperation with Co-PLAN to provide services in the following fields:
